Modding Request- NPCs in Hospital that really works

Hey, I started the doctor career a few days ago and noticed that the staff there does nothing at all, not cleaning, repairing, admiting pacients, treating them.. They just stand there and sometimes even get in the way of my sim doing his job. 

I searched many mod sites to see if someone had a solution to it, but got no sucess. I tryed the mod "More staff at hospital" but it doesnt help at all, because its only more staff doing nothing. 

So, someone know a mod to make the other staff actually work? Or at least admit pacients to bed and treat them?
Or can someone help me here and do a mod to it?
