A friend made a mesh for me by my request but since she isnt playing sims 4 she just gave me the file and i managed to import it in game however there is a problem with the uv1 i think. I followed the tutorials but apparently something is wrong and i dont know what to do . On a thin sim the top looks fine- i attached pictures below but when i move the sliders this is what happens (sorry for the quality). So can anybody take a look at the blend file and tell me what's wrong so i can try to fix it ? Thank you link

This is a really nice top, try this tutorial here and see if you can get it working properly.

Did you follow the tutorial that Kiara linked you? have you done the vertex paint step?

I think ive skipped this step just one question ? Is the vertex coloring the same like on the tutorial? Or for clothing is different ?

The link Kiara linked you is for clothing. Can you show me a screenshot of the vertex painting? You're missing the uv_1 that controls the morphs. Have you done that already? Here's a video tutorial. edit: oh i'm sorry, i didn't see you uploaded the blend. it just blended (lol) with the preview you posted. You're missing the UV_1 from the clothing. You need to separate the clothing from the body so that the tutorial above doesn't mess with the body's uv that it already has. Also, since this is a top only.. why does the mesh have the bottom parts (legs)? you should delete that part.
