Okay so i created a new mesh by using the body extracting method. After i created the skirt, i uv mapped both 0 and 1. And since it was extracted from the body, i did not need to assign bones again. I also textured it and then when i updated it in s4s, it came out weird. Whenever i rotate it, part of the skirt disappears as i rotate it around but i don't know what am doing wrong. Here is an image.

I think is a problem with Studio fliping the normals, it has happened to other people too. Try this:
In blender go to object mode. Press Ctrl+A on your keyboard, and choose rotation and scale. Save and import back to Studio. It should work.

If you can, post the .package. You posted the .blend but we need the .package too. It might be something wrong with it. Did you try cloning again?

I still think there's a problem with the normals fliping. I did the following. Open the .package you posted, exported the mesh using the export button. In blender this new file looks weird too. I think it is because you did the scale and rotation thing ? It doenst look like the first blend you posted. Go to edit mode, select the faces as the picture. Press W and choose flip normals. It should look like this, then save and import in to studio. As you said before I don't think you need to tweak the weight too much if you pulled the mesh from the skin. Test in game and let us know.
