It looks like the UV map covers the entire "texture" (body and stuff), here is a picture that shows the uv spaces that EA uses, for hats you should use the hat space (or any empty space if needed). i.imgur.com/kmJwdG6.png

If you look at your second image, the texture is flipped vertically. What program are you using to make your textures and what format are you saving them in? This is a common issue if your settings are not correct when you save as a .dds using photoshop. If that's the case then first try saving as .png since studio will accept that format.

I'm not creating the textures, I extract them from Team Fortress 2 then covert it from Vtf to jpeg then from jpeg to dds in gimp. I save the dds file with BC3/DXT5 compression.
