Hi. I tried Googling this but couldn't really find anything, and I am working very hard trying to learn all this, so please bear with me.
The first question is about extruding. I was watching a video about Blender and the person in the video made a rough man-shaped object to demonstrate some tools. I noticed that he used extrude at least twice to make the arms, and the arms went straight out from the body, with no bends in it. I'm wondering if using extrude more than once in this situation is necessary. Wouldn't it be better to use extrude once, then just drag out the vertices on the end to make the arm? Wouldn't using extrude just add to the polycount of an object?
Second, in the video, the person made a scene and he made a barstool to go in the scene. He applied all the materials (textures) to the objects within Blender...in a very confusing way, I have to say. Made me go cross-eyed trying to follow along! It's my understanding that, for Sims, all materials will be added after the meshing and UV mapping is done, and it will be done in Photoshop or some other 2D editor. I guess I'm wondering if adding materials through Blender is something I need to learn.
The third one is regarding shaders. Someday before I die I'd like to figure out how hair is made. If I'm understanding things correctly, in order for hair in Sims 4 to look like hair for Sims 3 (i.e. not clay-like) you have to apply the glass shader to it. Would that be something that is done within Blender? Or is it something that is done through Sims 4 Studio?

Hi suprememugwump, since no one here knows which tutorials you're discussing, what the topics of those tutorials are, or how well suited these tutorials are for making something for Sims 4, it's impossible to know why the author did they steps they did or if the tutorial will result in something suited to the game. In general, if you have questions about why certain steps were taken in a tutorial the best place to ask is in whatever place you found that tutorial. We have tutorials in our tutorial section that go over the basics of learning to do low poly meshing using Blender, tutorials that go over how to make CAS, object, and build mode recolors, and a tutorial that shows how to change a Sims 4 CAS shader. You're welcome. Answers to those questions can be found in the tutorial section within relevant tutorials. The Creator Help section is for specific questions about a project you're working on

You know, I wasn't aware of just how extensive the tutorial section here is. This site is quickly becoming my go-to site for everything I'm trying to learn.
