I'm more than certain it's the alpha layer missing from your normal map. I added one to your normal image and now your dress looks like this.

I'm not certain what program you use but in photoshop on the channels tab you just add a new layer and by default it creates a black alpha. I use [ this tutorial] to make my normals.

When I add a black alpha layer to my normal map it doesn't change anything and there is still a shadow.
