Im downloading it, give me a bit, and hopefully we can find the issue.OK, I found your issue as soon as I opened the file in blender. It definitely is a clipping issue. You need to move these vertices, so they line around the sims face, instead of going into it. And then theres this, when you look at an EA hair, in the vertex paint panel, most of the hair is usually a greenis color, while the area around the face is blueish, this is so when you sculpt the face, the hair sculpts with it. take a look at the hair you cloned to make this one, and try to make the paint similar. Once thats done we can go from there.

I noticed this as well, have you tried unifying the normals in edit mode?

im still trying to figure this out completely, but i think i found a part of the problem, I showed your mesh to my friend Brujah, and he noticed, that when he hid the head and looked underneath the hair, that there were gaps in the polygons, this is easily fixable, just select the verts around the edges and join them to the vertex in the center holding all the other pieces together. I was also talking to him about this normal issue you are having, we both agreed that you shouldn't worry about that too much, because if it shows up fine in game, its nothing to worry about, blender probably just messed up a bit. If you have made any progress I would love to hear about it!
