This SGI file (Silcone Graphics GIF image file) which is specific to an individual sim, as opposed the householdbinary, trayitem and hhi files that are to do with a family of sims, I'm kind of guessing. Now I can't get it to open in any program that supports the .sgi extension, I tried among half a dozen programs Gimp, Paintshop Pro and so on. None will work, usually getting an 'invalid format' or 'is not recognized' error. This is basically a sealed gif image, isn't it??? I can open it as a text file. But there must be some way of opening it in an graphics program? Surely.... it's just I've been banging my head up a google search wall. Also I have used system mechanic to fix any registry errors I might have with file extensions and tried a few downloads of programs that are supposed to fix invalid format errors on files with the right extensions with no luck. Must be something I'm overlooking ... is there anyone who can shed some light on what might be blindly obvious to some people apart from me?

I have the same question, can't figure out how to "view" these images. Maybe it's compressed format. It isn't a valid .SGI file for sure.

Are these the Sims portrait images? I think you can open the thumb cache package to extract them. Not sure if this is what you are trying to do.

After some research (few years haha), these aren't standard .SGI files, I think it might stand for "Sim Gallery Image", so just a name picked randomly by EA. Both are images, just not the same format. There is also .HHI files, could mean "HouseHold Image". For lots, the images are .BPI, could mean something like "Build P???? Image".
It seems it is packed .PNG or .JPG files. You can open it with S4TI, or use the cache package technique (mentioned by lavsm) and open it with a program that can open .package files.
