I don’t know if this is already known, but I found this workaround that might be useful.
First create a Sim in CAS and save all your custom swatches, then save the Sim to the library.
Now, when you’re creating a new Sim in CAS in any save game, you can temporarily add the saved “swatch template Sim” from the library and the custom swatches will be available to the entire household. Once you are done adding the desired makeup you can delete the swatch Sim.
The workaround takes a bit more effort if you want to use it with a played Sim. First bring up the cheat box and type testingcheats true and then cas.fulleditmode. Shift+click your Sim and go to “Modify in CAS,” then add the swatch Sim from the library and put the makeup on the played household. Remember to delete the extra Sim before going back to live mode.
One slight annoyance I found is that if you save a Sim to the library with any alterations to the sliders, it automatically creates a “phantom swatch” attached to that Sim, even if you haven’t actually clicked the “+” to save it. Then it will always appear (as a saved swatch) whenever you add that Sim to a household.

However, this just makes me happier for things like CC skin tones and makeup. Much simpler than having to use this workaround every time I need a slider option I wanted to use across saves. I mean, yeah, it's a simple solution but if you forget and don't save some experiment that you fell in love with, you'll end up regretting it... or if you forgot which Sim had it and didn't remember to add it to your Swatch Template Sim? I know EA was probably trying to curb the issues Sims 3 had with the color wheel and CAP but it's still kind of annoying. Like, you could have one save that you continually save as so you keep your settings (and lots, lol) but then any time some bug crops up that isn't repaired in older saves, only newer ones, you get stuck with that. At least this is a useful workaround.

Then it will always appear (as a saved swatch) whenever you add that Sim to a household. I forgot about this but I wonder if deleting the LocalThumbCache.package file will solve that problem? I hope so, because that's going to be very annoying if you're just playing around with some things and you really don't want to keep the results. If you're in CAS a lot and play with a lot of ladies who use makeup, this could become a sizable amount of unnecessary data which will get worse if you like using your library for your townies. :(

I hadn't thought of deleting the cache--I'll have to experiment more. Although I'm glad to have the slider option, I agree that cc swatches are simpler and I will probably keep using them because of the things you mentioned.
