Modding Request: A dress for male sims

I am new here and i can rarely find good dress for male, that don't cut the joints, and i play pretty boys and would love more girly/cute outfits for male sim. I have a dress idea, but am a newbie (only able to convert FC to MC clothing and recoloring), and i am also a 2d cartoon animal artist (humans are not my strong point). I would do it myself, but have no idea how to work mesh *though i am trying to learn, its a very slow pace* >.>

Here is an example of a dress i had made for one of my male characters, and was wondering if someone could make this or something similar
