Hi. Rigging is a process of creating a bone structure of a 3d model so that it can move. In the scene we have a rig ( skeleton) made of bones ( b__R_Skirt__, b__R_Foot__, etc ) that was created and animated by TS4 developers. Our job is to ensure the item we create is affected by them the right way so that it can animate properly in-game. Your helmet is in the head area and should be affected by bones from that area. However, if you were to transfer weights from the head, the helmet would also get affected by lip, lid, eyebrow, etc, bones, which you do not need. So what you should do is manually assign it to the ones that should affect it ( head and neck bones). For this, you can use gradient tool in Weight paint.
