In the past I didn't even think about what affects "Disallowing CC in Shower" would have for hair and skins CC.
I dont see an option to reallow CC in the Shower. I would offer this suggestion in the ideas thread, but I can't reply to it.

Is there any way for me to reallow CC for the Shower, even by manually doing it for each CC item?
