You need to edit the specular map. Keep in mind that the will still be shine like on the rest of alpha hairstyles because of the nature of Simglass shader

Most likely you blanked normal map. When you blank a normal map simglass shader gives this unwanted shine to the hair. You need to create a custom blank NM file that will look light gray but won’t show up on the hair and import it. See my instructions about how to create a custom blank NM here.

Is it meant to remove the shine completely? I can never fully get rid of it on transparent clothing even with proper maps

I found this through trial and error fighting for 2 years with the shine on my toddler socks with simglass ruffle, and found this out by an accident when I created simglass part in another project (another toddler socks that required custom normal map), checked in the game and noticed that they don't reflect like the old one. Here is the comparison of 2 files, left one with blanked NM and right one with custom NM. Something has to be physically present in the NM slot on Studio tab if you use simglass shader.
