Then when I move the hand rig, the skirt becomes stretchy like this: I aint sure where I mess up, but I hope someone could point this out and guide me through this, thanks.

The skirt was too close to hands, so it got affected by bones from that area. - in Edit mode select the torso. Type thumb in the search bar, select each, press Remove. Do the same for mid, hand, ring, index, pinky. - switch to weight paint, click on Normalize all with Lock active disabled Also, the mesh is missing calves and is vertex painted with the wrong color.

- enable all buttons; - switch to weight paint, choose blur brush, select each thightwist vertex groups and pelvis, go over those poking vertices to spread the influence; - in Edit mode select each vertex that pokes out and check what vertex groups are responsible for that; - remove them from these vertices - click on Normalize all for weights to adjust
