Okay, I need some help... I already know how to add bones, how to add physics (unless I'm doing that wrong), and how to bake the physics into animation...however when I test the animation in game, the hair curls and looks weird (though it looks fine in blender). Here's an example:
IF needed I'll post the package and blend files.

Hi Macaron Machinima, One thing that is sorely lacking in Sims 4 (or any Sims game, that I am aware of) is a COMPLETE lack of physics in the game. Everything that one sees is pre-scripted in some fashion to 'appear' as physics, but never actually is. AFAIK, such a thing would require having a completely different skeleton for the Sim, and even then would require having the hair animation baked into that skeleton... It is what it is. Cheers.

Okay. I figured it out! I have to do a few extra steps, but nothing too major. (Basically I had to move the physic's vertices and empties around until I got what I need).
