I have Sims2 on another older PC, it runs on Windows7 - with a Radeon Graphics Card: No Probs.
My Problem with this PC - Windows 8.1 and a Nvidia Card: "Failed to find any DirectX 9.0c compatible graphics adapters in this system.".
I have tried several solutions - °Graphics Rules.sgr - Mod attempt failed. °Prog from a SimsNetwork site that changes the Graphics - No go, Fail. °The last thing, after a long morning of Web Searching, was to Right Click the .exe Icon on Desktop and change the shortcut path by adding a "space_ -w". This Trick did work, for a few minutes. It allows the Game to Launch in a small windowed mode, but when you click on a Nieghborhood to Launch - The screen will go Black.
The DirectX Diagnostics states that 9.0c is installed - Running it in XP Service Pack3 - Vista - 7 ,(As Administrator does nothing); Nothing works. Drivers are Up to Date.
My System: HP Pavilion 500-501ng/Intel i5-4460@3.20GHz/12GB/Nvidia GeForce GTX 745
Any Tipps? °Very much appreciated!

Oh no, that's a shame. I have Sims 2 running OK on two Windows 8.1 PCs, one with nVidia graphics and the other one Intel HD. It was a struggle to install them, had to install the base game and the first few packs using Windows XP Compatibility, but after Pets (I think) Win 8.1 began to accept the disks without being a PITA. I found that what worked for me was to install the base game and packs in order, one after another, WITHOUT starting up the game each time to check each pack installed OK as I used to do with the previous versions of Windows. This time, I did it my old way at first and experienced problems like you describe. I tried again by installing all of it one after another until I got to Mansions and Gardens and THEN ran it, and that time it was fine. So you might try that, if that isn't how you already did it. (Some problems may also be to do with what version of TS2 you have - in my case I have the original old disks but some people might have later reissues like Double Deluxe or similar, and some people might have the UC digital download, and the various different versions might also all have their own differing personal hellishness to contend with in Win 8.1.) Thanks Esmeralda! It still won't work normally but I went to your link and used the DL'ed .sgr files as replacements - coupled with the Desktop Icon settings on: ("C:\Program Files\EA GAMES\The Sims 2 Mansion and Garden Stuff\TSBin\Sims2Launcher.exe" -w)
It allows a Windowed launch of the game - Better than NOTHING!
I'm starting to worry about the upcoming release of Windows10....since 8.1 is a hassle with older Games, God only knows what 10 will have in store..... ;°P

That's great, am glad you were able to get it to work at least somewhat usably. It seems to vary depending on hardware and what release of Sims 2 people have.
As regards Window 10, I'm going to let Windows Update download that free Windows 10 upgrade onto my old spare PC and see what it behaves like there, before I even THINK about letting it loose on my current PC. Windows 8.1 was bad enough!

Oh, Man....I know what you mean. I miss XP, but you know - it seems to be every other MS release that is okay. 7 was better than 8; hopefully 10 will be better but they are really hyping the release - which kind of disturbs me. There was no way around that irritating control panel pop-up. It just refused to go away, mysteriously appearing 2 Updates back - "Reserve your Windows10."....blah.
I noticed something strange about the Sims2 Original Discs Vs. The newer DVD version - which may explain why this rig could not read the older ones: The Original ones have a large clear plastic area @ the center/ The newer one and the last couple of Expansions/Paks have no clear plastic gap. I believe this was intentional in the newer Hardware - To Force people to repurchase the Software. Very clever Bast****! ;°P

I am stubborn - Not Giving up!
DirectX 9.0c refuses to Install - Keeps saying I don't need it. So, I reopened the dxdiag - and low and behold...it's not listed. It's 9.1 - up to 11.0 There has to be a Folder SOMEWHERE to place the DirectX 9.0c files....has to be....(Cries...hehehe.)

Solved.
There are 2, "Graphics Rules", Files that need to be changed - The folder that contains the version you use to Launch the game. In my case, it was Mansion & Garden Stuff. The 2 Graphics Rules Files are the same, so Editing 1 will work and then just Copy and Paste to replace them as Administrator. Be sure to make a backup!
Scroll down past all the if (match and elseif (match statements looking at various card vendors)
look for
Code: else # unsupported/unknown vendor setb useSoftwareRasterizer true
Replace it with
Code: elseif (not match("${cardName}", "Parallels *")) # unsupported/unknown vendor setb useSoftwareRasterizer true
And the Last part to Change are your Screen Setting numbers, which can be found on a dxdiag run. When you first Launch the Game, the Screen may turn Black - The way I worked around this was to Escape to Desktop a few times and re-enter the Game from the Task Bar. Then, Click on the Graphic Options in Sims2 - Click to change the Screen settings to the other numbers listed - There will/should be only 1 other set to choose from. Click apply. Your Screen may go Black and flicker, at first - Just Escape to Desktop and re-enter the Game - You will see that pop-up, "Would You Like to Save these Settings?" Click NO. The Game will Run Normally now. In my Case I had to turn off the Shadows on the Game Options as well, they were really Hardcore. This is a Last Resort Fix for anyone who has the Horrible DirectX 9.0c Problem. Rock On!
