Brujah wrote a couple video tutorials that go over how to make a recolor for Sims 4. All clothes and accessories are recolored using the same method so this should get you started. He also has one showing how to make the texture if that will help. Those are here: sims4studio.com/thread/17/video-tutorials-texture-standalone-recolor.
