Yes, it works fine in Windows 8.1 (I'm using Windows 8.1). And, welcome to the forum, hope you'll enjoy using Sims 4 Studio.

I can't seem to find any content from the latest SP or any of the past GP SP EP, did i do something wrong? I reinstalled the latest version of S4S but the content still doesn't show up.

Hi victxra, welcome to Studio forums. Do you have the games you're looking for content from installed on your computer?

Hi clewis, welcome to Studio forums. Poses for Sims 4 currently are default replacement poses. They can default replace a CAS trait or they can default replace an in-game animation. You install them by placing them in your mods folder. After that, if the pose is a CAS trait override you find it by selecting that trait in CAS while making a Sim. If they're an in-game animation override you find it by triggering whichever animation it is that the creator used as the override animation. Usually creators will give instructions as to how to trigger the in-game animation override they made.
