can't get death chair from @necrodog to kill sim

Does anybody know how to get the kill sim interaction to come up on the death chair from necrodog ? It's awesome as a decoration but it would be even more awesome if I can figure out how to fry a sim with it LOL. There are a few annoying sims in my neighborhood that need cooked. I can get them to sit in it but can't get it to fry them, I tried it on my sims too, maybe because of the november patch?
