MCCC has an Auto-Clean mod included, labeled "Tuner_AutoClean". Their website says "If enabled, any Sim Teen-or-older on a lot may repair something that is dirty autonomously.", and it's off by default. You can turn it on by running the game with MCCC once, then opening "mc_settings.cfg" (in your Mods folder) with Notepad.
I'll keep looking for cleaning-related CC, but I hope this helps in the meantime!
