I rebooted and when I opened the game, I got the warning about how there are files/mods which were not part of the standard game. These were the files I put in the mods folder, so I thought the reboot was doing something. BUT, the files were still not listed in my gallery. I did click advanced and custom content, but, no real progress.

I'm not sure what you mean by your gallery. The painting is showing up fine in my game: When you made this painting did you clone the original painting to make it or did you open a previously existing painting you made using My Projects to make it? If so is that other painting in your Mods folder too? Do you have other content in your Mods folder that is showing up?

I may have used it one or more times before, maybe a trial and error. so, I need to use a clone only once? I have put all the paintings I have made (6-7 of them) in my mods folder and none of them are available in game.

by gallery I mean the F4 "function" where you can see content of other players
the game obviously sees the files because it gives me that warning. but, they aren't there when I go into that F4 menu

I tried it all over with a fresh clone with no success. I should also add I have been able to access someone else's shared content via the gallery and bring it into my game. maybe I could save my recolors somewhere on the web and then try to bring it into my game?

I added a new extractor program and that did not make it any better. I just checked the Gallery. In case it helps to figure out where the problem could be, 2 of the mods I was able to bring into my Gallery from the Community Gallery are Spring by ETZTAK and Bamboo by Cayun. I don't see any recolors by themselves in there to try to bring into my gallery.

If you're having questions about EA's gallery feature you'll probably have better luck asking about that over at EA forums in the General Mods discussion area. I've never used the gallery feature and I don't know anyone who has.
You can only use a clone once. If you open that clone and make changes to it you are making changes to the original clone. If you then change the name of the .package this will fool the Mods folder into thinking it is a new .package but the internal numbers that make the item unique from the game's perspective have not been changed. This will result in the items conflicting in the game because the game cannot tell them apart. What I can tell you for sure is there is nothing wrong with the painting you posted. It shows up just fine in my game.
If you are putting things into your Mods folder and they are not showing up in the game then there is something off about your Mods folder. Delete your resource.cfg file that is inside the Mods folder, remove all your CC and start up the game to let it generate a new resource.cfg. Then close the game and put your painting into the Mods folder...not in a folder in the Mods folder just in the Mods folder itself. Then start the game and look for your painting. If that works it's ok to put one level of subfolders into the Mods folder. If you want subfolders inside subfolders you have to edit the resource.cfg or download one someone else has edited.

I did all that and no success. the game does see the package file and warns me it is not a maxis file. but, the file is not in my library/gallery.

I looked for someone else'e recolor or painting to see if I could bring that into my game. I only find sims and rooms in the community but no objects or recolors(not sure why). there was a room with paintings -- I was able to bring that room into my gallery and put it into my game. but the paintings never fully materialized -- I only caught glimpses of them (not sure why)
is my game broken? I really won't have time to work on this after today and I am about to give up.

When you place packages in your Mods folder, they don't show up in the gallery in game but just in your build mode section. So when placing a painting package in your Mods folder: - Start your game - Open a lot with your family - Go into build mode by pressing F2 - Then go to decoration - Go to paintings - THERE you will find your new painting. The Gallery is only for houses/parks and Households. Custom Content object can be found in build mode, just along the Maxis ones. And if you know the name of painting, you can use the searchbar to find it more easely.

I've typed in the name/first part of the name in the little search window (lower left in build mode) 50 times by now trying to retrieve 10 or so packages and it does not find them. I am reinstalling the game (2nd time now). after that, I'll try to look for decoration and paintings which I did not try or know to do specifically but the search function seems to find all the other paintings just fine -- just not my custom paintings.

See the picture I posted above of your painting in the game...that shows a picture of the object catalog with the painting section open and your painting in it. Remove everything from your Mods folder except that one painting that you posted initially.
As Bakie said, go to a lot a lot that has a Sim family living on it. Go to the Buy Mode catalog and choose the painting section. Scroll down until you see your painting.
All this gallery, library, and search nonsense is needlessly complicating things. This is quite straightforward and your painting works just fine so no one needs to test any others. Please stop asking them to.
Just scroll through all the EA paintings until you get to yours. If you cannot find it the question becomes does any custom painting work in your game? If not then fix your Mods folder as I discussed above. If that doesn't work you're going to have to post at the EA forums because there is a bug with your game or your computer that no one here can help you with further.
