That's a good thing it doesn't swing. It's so Sims. I love goofy objects and their descriptions. Perhaps this one was recalled, because Sims kept swinging too hard and falling off, resulting in broken ribs. So the factory removed the moving parts and welded everything stiff, and is now reselling at triple price with a fake "safety certificate" and "no broken ribs guarantee" ;D
Of course those new "features" gotta cost extra, hence the price jump.
