There is no color wheel like sims 3. Apparently it's too challenging, but they have one for pets and werewolf. I digress... cause they have been pretty adamant that it's just "not" possible.
There is color sliders for makeup so you can add a swatch of different color there, but nothing else that I'm aware of. If you want different colors or patterns for things you have to make a recolor custom content mod with a program like this and add swatches of color or pattern you want.
