So I'm not completely familiar with blender yet, and I just tried to make an edit of the shamrock top hat and turn it diagonally. I ran into an issue with the hair and there's a bald spot on the right, and the hair pokes out on the back. I was wondering if anyone had any tips on how I should fix this, as I cant find any posts related to this.

If the hat is an accessory hat, and you mean it's not fitting well to regular hairs, it's because accessory hats are made to fit one of two (or three?) hair morphs for each hair where the top has been removed.
If you move the accessory away from this area, for instance diagonally or make it smaller, you'll end up with a hole where the accessory should be.
Essentially, you have to fit the accessory to the hair. I think you can choose which of the type of hair morphs the accessory is meant to show up on, though.
